The new Liberia Telecommunications Corporation (LIBTELCO) is Liberia’s National Operator and sole licensed fixed line telephone provider in the country. LIBTELCO is the incumbent fixed lines and associated communications services provider. The company was formed to be a premier provider of telecommunications services in Liberia and the sole fixed line provider entrusted to provide basic telecommunications services to the Government and the people of Liberia.
Its predecessor, Liberia Telecommunications Corporation (LTC), was established by the Liberian Legislature in 1973 with the enactment of The Liberia Telecommunications Corporation Act of 1973. The Act provided exclusive rights to build, operate and provide fixed telecommunications facilities and services within the Republic of Liberia. This was refined in 1978 by the creation of the Ministry of Posts and Telecommunications to provide policy and regulatory authority, leaving LTC to be the state-owned operator. Because of the prolonged civil unrest in the country and the inability of several management teams to provide financial discipline and leadership, the corporation’s infrastructure deteriorated and its debt (national & international) increased.
LTC remained non-operational until the ushering in of the current administration of President Ellen Johnson Sirleaf. The new government took immediate action by appointing an interim Board of Directors to assess the technical and financial viability of the corporate and to lead the efforts to restructure the telecommunications sector in Liberia. This ultimately led to the Telecommunications Act of 2007 and the appointment of a permanent board and management team.
The current management is headed by Ben Wolo, an American educated telecommunications executive with over 15 years of experience leading large teams in designing, building and managing major ICT networks for fortune 100 companies in the United States. As part of the team, he has hired a number of professional managers and professional contractors who have revived the national operator. This management team has deployed a state-of-the-art CDMA 2000 1X-EVDO network and commercial services commenced in early 2009.
